About the Journal

The Kateb International Journal of Law, published by Kateb University, is a peer-reviewed scholarly journal that follows a double-blind review process. It is issued on a biannual basis and provides open access to its full content. TThis journal operates across various fields of law, with a focus on areas such as Private Law, Criminal Law and Criminology, and International and Public Law.

The primary objective of the journal is to advance and develop legal knowledge through original research and its dissemination, with a specific focus on the in-depth understanding and analysis of pertinent legal challenges at the national, regional, and international levels, and the pursuit of innovative legal solutions, founded upon the principles of justice and the rule of law, to effectively address them.

The journal welcomes both original research articles and review papers from scholars that explore significant and emerging issues in its areas of focus. Submissions must be original, unpublished, and not under review by other journals.

Journal History

The scientific-research journal, Kateb International Journal of Lawt, began its operations in 2013 (1392 Solar Year) under the title “Kāteb Scientific-Specialized Quarterly,” which was published as thematic special issues in collaboration with various faculties of Kāteb University. However, since 2021 (1400 Solar Year), after obtaining official authorization from the Ministry of Higher Education, the publication shifted its exclusive focus to legal subjects and continued its activities as the "Kāteb Biannual Journal of Law"

In 2023 (1402 Solar Year), the Kāteb Journal of Law successfully acquired national accreditation from the Ministry of Higher Education. Aiming to increase its scientific impact, the journal now seeks to continue its work under the title “Kāteb International Journal of Law”

By adhering to international publishing standards and collaborating with distinguished reviewers and editorial board members, the journal endeavors to provide a suitable opportunity for the publication of original and high-quality research from faculty members and researchers in Afghanistan and the region, within the scope of the journal's activities.

The journal holds international standard serial numbers for both its electronic (ISSN: 3006-5747) and print (ISSN: 3006-5739) formats, and complies with all regulations and guidelines for the publication of scientific-research articles. Utilizing an Open Access approach, the journal facilitates wide dissemination and utilization of research findings. All authors and personnel involved with the journal are committed to upholding the ethical principles of publication and maintaining its scientific quality and credibility

Open Access Statement

 The Kateb International Journal of Law, is a fully open-access journal, which means that all articles are available on the Web to all users immediately upon publication. All content of the Journal is published with open access under the Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0). Benefits of open access for authors include:

           - Authors retain copyright to their work.

           - Free access for all users worldwide.

           - Increased visibility and readership.

           - No spatial constraints.

           - Rapid publication.

The Policy of Screening for Plagiarism

 

Farsi-language manuscripts submitted to the journal are checked for originality and plagiarism using Samim Noor software (www.samimnoor.ir), and English-language manuscripts are checked using the iThenticate plagiarism detection software (www.ithenticate.com). This is to ensure their authenticity and absence of plagiarism.

In the event that plagiarism is detected, the journal office will immediately reject the submitted manuscript. Furthermore, if at any point during the acceptance process it is determined that a manuscript has violated the regulations pertaining to plagiarism, copyright, or publishing ethics, it will be rejected.

However, if the content similarity of a manuscript is limited and only slightly exceeds 25%, the manuscript will not be approved at the initial stage. The author will be requested to make the necessary revisions based on the similarity report. The manuscript will only be accepted into the specialized peer-review process upon confirmation of the revisions and full assurance that all instances of duplication or similarity have been adequately addressed.

Retraction Policy

 In the event that an article's findings are determined to be unreliable due to scientific error, research misconduct, or violation of publishing ethics—or if the article is found to include plagiarism, data fabrication, falsification of results, or misconduct in research reporting—the journal will proceed with the retraction of its credibility.

In such instances, the original article will be marked with a "Retracted" label, but its PDF version will remain accessible to readers to maintain transparency. Additionally, an Official Retraction Statement will be cross-linked to the published version of the article.

The Retraction Statement will typically include an explanation of the reasons for the decision and, if necessary, the authors' position (their agreement or disagreement).

Complaint Process

 The authors have the right to complain and ask explanation if they perceive any misconduct in any applicable policies and ethical guidelines. The authors can raise their complaints by submitting a letter to: [email protected]. We follow the COPE guidelines on responding to whistleblowers, which include protecting anonymity. All the complaints regarding delinquencies in the work processes are investigated according to the prevailing publication ethics practices. An author or any other scholar may submit their complaints about any issues related to:

          - Plagiarism;

          - Copyright violation;

          - Deceiving in research results or wrong research results;

          - Violations of the research ethics and integrity;

          - Unrevealed conflicts of interest;

          - Bias in the review process;

          - Manuscript processing time is unusually late;

          - The peer-review comments are unsatisfactory; and  

            - Authorship issues.

Policy for Dealing with Complaints

Once a complaint is received, at first, an acknowledgment is sent to the complainant with the assurance that appropriate action will be taken on the complaint within three working days, excluding the complaint receiving date. The investigation process is initiated by the journal handling team according to the directions of the Editor-In-Chief. After the investigation is over, a meeting is held with a complete report on the complaint. The decision has been made and the same is forwarded to the concerned scholar through his/her submitted email ID.

Authorship

The consent of all authors, as well as related authorities/institutions, has been received prior to the submission of the manuscript. The order of the authors (as to be reflected in the published article) has been established. The adding or deleting of authors once the manuscript has been accepted for publication would have to be accompanied by a signed statement of consent from all authors. All authors have contributed significantly to the research. Authors are obligated to participate in the peer review process, providing retractions/corrections/amendments when necessary. All conflicts of interest/financial support have been declared. Any changes or corrections to a published work require the consent of all authors.

 The Kateb International Journal of Law, follows the policies and guidelines of the Committee on Publication Ethics (COPE) and abides by its Code of Conduct in dealing with potential cases of misconduct.

Digital Archiving Policy

Kateb International Journal of Economics and Management, strives to maintain a secure and permanent digital archive of its articles. This repository ensures long-term access to the research and guarantees prolonged preservation by periodically updating digital formats in accordance with new standards.

Data Citation

Data should be formally cited, similar to articles, books, and web resources, and authors are obligated to include these citations in the reference list. Data citation is appropriate for data available in institutional, subject-specific, or public repositories. When referring to data within the text or citing data-driven results, it is necessary to reference them both in the body of the article and in the reference list. This journal adheres to the suggested model of the "Joint Declaration of Data Citation Principles" which includes the following components: Authors; Year; Dataset title; Data repository or archive; Version (if any); Persistent identifier (e.g., DOI)".

Data Sharing Policy

 

Informed Consent

 All participants in human subjects' articles have a right to privacy that should not be violated without informed consent. Identifying information, including names, initials, etc., should not be published in written descriptions, photographs, or pedigrees unless the information is essential for scientific purposes and the participants (or parent or guardian) gives written informed consent for publication. Informed consent in this situation requires that an identifiable participant be shown the manuscript, providing consent before publication. Authors should disclose to these patients whether any potential identifiable material might be available via the Internet as well as in print after publication. 

Declaration of generative AI in scientific writing

 Authors may use Generative Artificial Intelligence (AI) solely for the purpose of improving readability and language. Such use must be under full human control, and authors bear full responsibility for the accuracy of the generated content.

AI must not be listed as an author or co-author.

Authors must disclose the use of AI during the writing process in the final version of their manuscript, including a statement at the end of the article, immediately preceding the reference list. This requirement does not apply to simple grammar and spell-checking tools.

The names and e-mail addresses entered in this journal website will be used exclusively for the stated purposes of this journal and will not be made available for any other purposes or to any other parties.

Advertising Policy

 The Kateb International Journal of Law enforces strict policies to maintain its independence and scientific integrity. Accordingly, the journal strictly prohibits the acceptance of any commercial announcements or advertisements (print, digital, or content-based) from commercial institutions, corporations, or any third-party organizations.

This policy ensures that all published materials remain free from the influence of commercial interests and are evaluated solely on the basis of their academic merit and relevance to the journal's scope. The non-acceptance of advertising contributes to the transparency and trustworthiness of the research published and upholds the journal's commitment to the highest standards of scholarly publishing.
